The State Duma has adopted in the final reading the Law “About the amendments to the “Weapon Law” and to the Article 1 of the Federal law “About the Hunt and the Conservation of the Hunting resources. The initiative belongs to the members of MHC to Egorov A.A., Reznik V. M. and Shaikhutdinov R.G.. The amendments have been made to legislative acts and concern the regulation of the projectile weapon.
The Bill suggests to change the meaning of the “projectile weapon” and sets that such weapon which is intended to hit a target at the distance, with the usage of human muscular force (a ranged weapon), as well as weapon made to hit the target with projectiles, thrown with the use of mechanical energy (projectile small arms);
The following concepts are introduced:
A projectile weapon it is a mechanical device that converts the energy of deformation of elastic elements into directed motion (throwing) of a projectile towards a target located at a distance. The citizenry are prohibited to use this kind of weapon for self-defense.
The Missile – is the device which consists of a striking, bearing and stabilizing elements, or an object which has properties intended for mechanical destruction of a target located at a distance as a result of throwing from a projectile weapon.
The throwing weapon is intended to the mechanical damage of the target only with the usage of the human muscle power (a throw).
A hunting ranged weapon without the fixation of the elastic elements which are in the tension (bow) with the bow arc power more than 27 kgs or with the fixation elements (crossbow) with the arc power more than 43 kgs. You do not need a license to purchase them (not more than 5 pieces and you have to be the citizen of the Russian Federation) but have to register it in Rosgvardia. The citizen without the hunting ticket and the permission to storage and carrying of hunting weapons are prohibited to buy a ranged weapon. A hunting ranged weapon and missiles to it are included to the hunting implements in the Federal Law.
The citizens with the membership hunting tickets are not allowed to buy sport and hunting weapon, such as smooth-bore, long-barreled weapons and hunting air guns and hunting ranged weapon.
The obligatory demands to the hunting ranged weapon and missiles and the evaluation forms would be settled in accordance with technical regulation of the Russian Federation. All missiles and weapon produced on the territory of the Russian Federation, imported into the Russian Federation and exported from the Russian Federation will be subject to mandatory conformity assessment.
The Federal Law will enter into force 180 days after its official publication date
